Iran's officials stated the country refuses to tie unfreezing assets to nuclear issues and has made no specific commitments on nuclear matters at this stage. Iran emphasized that once any understanding is reached, frozen assets must be immediately unfrozen and remain fully accessible. The officials added that failure to unfreeze assets would breach Iran's red lines, preventing consensus. They also noted that a memorandum of understanding remains unsigned due to various factors, including U.S. obstruction of asset relief, raising the possibility of failed negotiations.
