Hong Kong Police Arrest Over 2,000 for Fraud and Money Laundering in Q1 2026, 70% Involve Puppet Accounts

According to HK01, Hong Kong police disclosed in Q1 2026 that the city recorded over 9,400 fraud cases, with losses exceeding HK$1.85 billion. Police Commissioner Zhou Yiming revealed that approximately 2,000 arrests were made for fraud and money laundering-related offenses during the quarter, with about 70% involving puppet account holders. Under Hong Kong law, money laundering convictions carry maximum penalties of HK$5 million in fines and 14 years imprisonment.
